Hon’ble Chief Minister Sri K. Chandrashekar Rao had an hour-long meeting with Hon’ble Prime Minister Sri Narendra Modi in New Delhi on Saturday afternoon and discussed the following eleven issues and submitted letters pertaining to them.
1. Reservations in favour of SC/ST/BCs
CM KCR in his letter on reservations to SC, ST and BC issue mentioned that: “consequent to the formation of Telangana State, proportion of weaker sections population has increased compared to the combined State of Andhra Pradesh. Thus, post bifurcation, the share of STs in Telangana has increased from 7.11% in undivided Andhra Pradesh to 9.08%. Likewise, the population of Muslims in Telangana increased from 9.56% in Andhra Pradesh 12.68%. The proportion of Backward Communities population has increased to over 50% of the total population. Therefore, there arose a need to relook at the percentage of Reservations in favour of SC/ST/BC in the State”.
“Telangana State Commission for Backward Classes in its report on 11/04/2017, had recommended for enhancement of the percentage of reservation for Socially and Educationally Backward Classes under BC-E Group from the existing 4% to 12%. According to the judgement of Supreme Court it had capped the reservations at 50%. However, the Supreme Court has also clarified that, if it should exceed 50%, the State shall make out a case showing compelling circumstances for exceeding the limit. Tamil Nadu is providing 69% reservation in the State”.
“A Bill titled “Telangana Backward Classes, Scheduled Castes and Scheduled Tribes (Reservation of seats in Educational Institutions and of appointments or posts in the services under the State) Bill 2017 to provide reservations of seats in Educational institutions in the State and of appointments or posts in the services under the State for the Backward Classes citizens and for persons belonging to the Scheduled Castes and Scheduled Tribes in the State of Telangana has been passed by the State Legislature on 16.04.2017”.
“The Governor of Telangana has reserved the Bill for President’s assent, which is pending with the Ministry of Home Affairs from April 2017. In the above backdrop, I request you to instruct Ministry of Home Affairs to expedite the process and accord President’s assent early”.
2. To amend the Presidential Order on Zonal system
CM KCR in his letter mentioned that: “As per section 97 of the A.P.Reorganization Act 2014, the provisions made under Article 371-D have been continued in the State of Telangana to provide equitable opportunities to the people belonging to different parts of the State. The Andhra Pradesh Public Employment Organisation of Local Cadres and Regulation of Direct Recruitment Order, 1975 (commonly known as Presidential Order) which was operational in the erstwhile state of Andhra Pradesh provided for 6 zones. After bifurcation, the zones V and VI are within the state of Telangana, while other zones are in the successor state of Andhra Pradesh. In order to take administration closer to the people, Telangana State Government had reorganized the erstwhile 10 districts into 31 districts on 11.10.2016. In the back drop of formation of new state with 31 districts, there is a need to issue a fresh Presidential Order adjusting zones, multi-zones and State cadre etc., under section 371-D of the Constitution of India. I have requested Hon’ble Union Home Minister to approve the Presidential Order, as required by the State of Telangana. I request that suitable direction may kindly be issued to the Ministry of Home Affairs to amend the Presidential Order early.
3. Separate High Court for Telangana
CM KCR in his letter mentioned that: “The long-cherished dream of Telangana remains unfulfilled as the Telangana State does not have its own separate High Court. The High Court at Hyderabad is contemplated to be common High Court for a short period in view of the lack of time to establish separate High Court for the residuary State of Andhra Pradesh at the time of Reorganisation of Andhra Pradesh. At present out of 29 Hon’ble Judges in the High Court only 6 are from Telangana region. Indeed there is a feeling among the people of Telangana that formation of the State is still incomplete without having its own High Court. Hon’ble Union Law Minister has given an assurance on the floor of Parliament to expedite the process to have separate High Court as per the provisions of article 214 of the Constitution of India read with section 31 of the Andhra Pradesh Reorganization Act, 2014. However, except for the fixation of the strength of the Judges of the common High Court at Hyderabad in the ratio of 60:40 between the States of Andhra Pradesh and Telangana as communicated by the Ministry of Law, Government of India, there is no further development in this matter. The process may be expedited, and the Law Ministry may be directed to take immediate steps for establishment of separate High Court for the residuary state of Andhra Pradesh without any further delay”.
4. Grant of ₹20,000/- crores for Kaleshwaram Project
CM KCR on this subject in his letter mentioned that, “Kaleshwaram Project on Godavari river on completion is going to be the life line of Telangana. I express my gratitude to you as this project has been accorded all required statutory clearances like by various Ministries and Agencies of the Government of India in a shortest possible time. Kaleshwaram Project in addition to providing drinking water and industrial water would irrigate over 18 lakh acres land in 20 districts of Telangana. The total project costing over ₹ 80,000/- crores currently under implementation at a brisk pace, is an engineering marble making every Indian proud of our techno-managerial capabilities. We have so far, spent about ₹ 25,000/- crores on it from the finances available with the state government and another ₹22,000/- crore loan had been tied up with national financial institutions. Our objective is to complete this project without any time and cost overrun. Availability of required financial resources will ensure early completion of this project. I am writing this letter to you with a request to arrange a grant of ₹20,000/- crores from Government of India”.
5. Early completion on a priority basis the Railway Projects
CM KCR on this subject has mentioned that, “Telangana State is one of the fastest growing states. Railways would play an important role in the further growth of this youngest state. Railway network in Telangana State is below the national average. Various critical Railway Projects have been identified by Indian Railways and also jointly by Govt. of Telangana State and Indian Railways. Following Railway projects, both under execution and to be started, are required to be expedited”.

Manoharabad – Kothapalli (New BG Line) – 151.36 Kms.
Akannapet – Medak (New BG Line) – 17.6 Kms.
Bhadrachalam Road – Sattupalli (New BG Line) – 56.25 Kms.
Pending Projects:
Kazipet – Vijayawada (3rd line with electrification)–219.64 Kms.
Raghavapuram – Mandamari Patch tripling – 24.30 Kms.
Armoor – Nirmal – Adilabad (New BG Line) – 137 Kms.
Pending at survey stage:
Doubling of Track – Secunderabad to Mahabubnagar (113 Kms.)
Doubling of Track – Secunderabad to Zahirabad (63.5 Kms.)
Laying of new Railway line connecting Kazipet (SCR) and Karimnagar (SCR) via Huzurabad
6. Transfer of defence lands to the State Government for construction of new Secretariat building
CM KCR ion his letter on this mentioned that, “Government of Telangana has requested the Ministry of Defence, Government of India for transfer of defence lands (Bison / Polo grounds and Gymkhana grounds) in Secunderabad / Hyderabad to the State Government for construction of new Secretariat building, Strategic Road Development Projects (NH 44 and SH 1) and also transfer of Ac.7.58 defence land (net area) for construction of six lane alternative road proposed in lieu of Gough Road. After several rounds of consultations with all the stake holders in the Ministry of Defence and keeping in view the need for expanding road network on account of increase in population and traffic, the Ministry of Defence has conveyed it’s “in principle approval” for transfer of the defence lands. However, they have imposed an unreasonable condition of payment of Rs.31.20 Crores every year by the State Government to the Cantonment Board. When we are willing to exchange the lands and pay the differential cost of the land as a onetime measure, the question of annual payment of should not arise. We have accordingly requested the Ministry of Defence to revise the above condition, and the matter is still pending with them since August 2017. I would like to request you to kindly instruct the Ministry of Defence to expedite the proposal of transfer of defence lands to Telangana State to enable the Government of Telangana to take up construction of new Secretariat building and also widen and improve roads passing through Cantonment Areas”.
7. Development of Backward Areas
CM KCR on this subject in his letter said, “Telangana has submitted proposal seeking assistance for the development of Backward Areas. Govt. of India has released three instalments of Special Assistance Grant of Rs.450 crores and Rs.50 Crore for District for development of 9 Backward Districts of Telangana based on recommendations made by NITI Aayog. The release of 4th Instalment pertaining to 2017-18 is still pending with the Ministry of Finance even though required Utilisation Certificates in the prescribed format, along with the list of projects/works taken up and completed have been submitted. Request you to direct concerned for their release”
8. Establishment of Indian Institute of Management
CM KCR in his letter on this said that, “As the State Government has already identified required suitable land, it is requested that the HRD Ministry may be directed to initiate steps for sanctioning of IIM and proceed with the process of starting the Institute in the existing infrastructure from the current academic year itself”.
9. Sanctioning Indian Institute of Information Technology
CM KCR on this mentioned that, “There is an ambience of high quality technical education in and around Hyderabad, which I propose to extend to other major cities in Telangana State. Karimnagar is most deserving place to establish IIIT under the PPP model of the Ministry of HRD. Karimnagar, at a distance of 165 KMs from Hyderabad, well connected by National Highways and Railway line, is one of the major education hubs in Northern Telangana. I request you to sanction the same at the earliest. State Government would provide the required land and also contribute its share of funding as envisaged in the PPP model”.
10. Sanction of Jawahar Navodaya Vidyalayas
CM KCR requested that, “Government of Telangana has reorganized the districts in the year 2016 to make the governance more responsive to the needs and aspirations of the population to act as growth engines and more efficient delivery of services. The average size of the district in the past has been over 12,500 Sq. Kms. and population of over 35 lakhs. We have carved out 30 districts from out of the erstwhile nine (9) rural districts with an average area of 4750 Sq. Km. and about 12 lakh population. Upon the district reorganisation, only following 9 districts are having existing Navodaya Vidyalayas. The remaining 21 districts do not have them. I, therefore, request Government of India to sanction 21 Jawahar Navodaya Vidyalayas to cover each of the Districts.
11. Information Technology Investment Region (ITIR) scheme
CM KCR on this wrote letter saying that, “Hyderabad has been selected under the Information Technology Investment Region (ITIR) scheme by the Government of India in 2013. State Government had submitted a Detailed Project Report (DPR) delineating land parcels to be covered under ITIR and identifying trunk Infrastructure Projects related to the land parcels. Some anchor companies have already started setting up industries. However, to my dismay, I read a news report recently that Shri Ravi Shankar Prasad, Hon’ble Minister of Information Technology, Government of India stating that GoI has dropped the ITIR Scheme. As you would appreciate if Government of India does not implement the ITIR Scheme after launching it five years ago, it will dent the credibility of the Government. I request that if Government of India intends to modify the scheme, it may do so for the future projects and not to affect the already sanctioned ones. I request that this matter may kindly be reviewed, and adequate funds sanctioned to the state to develop the Information Technology Investment Region (ITIR) in Hyderabad, as per the already approved scheme.
