Hon’ble Chief Minister Sri K. Chandrashekar Rao felt that the revenue officials have neglected their primary duty of maintaining the revenue records, as they were busy with several welfare and development programmes of the government. Since the revenue land records are not being maintained properly, it had lead to several litigations and disputes. Now it is decided to rectify, cleansing of the land records all over the state in the next three months and hence the Collectors, Joint Collectors, RDOs, MROs should take this programme on a top priority basis, the CM suggested.
The Chief Minister has held a review meeting with the Collectors, Joint Collectors, and RDOs on the Land records, rectification, cleansing, and updation here on Thursday at Pragathi Bhavan. Deputy CM Sri Mohammed Mahmood Ali, State Planning Commission Vice Chairman Sri Niranjan Reddy, Mission Bhagiratha Vice Chairman Sri Vemula Prashanth Reddy, Chief Advisor to Government Sri Rajiv Sharma, Chief Secretary Sri SP. Singh, Special Chief Secretary (Revenue) Sri BR. Meena, Mission Director (Land records Updation) Ms. Vakati Karuna, Principal Secretary (Finance) Sri Ramakrishna Rao, PCCF Sri PK. Jha, CMO officials, select MROs, some retired revenue officials were present.
“We have decided to put Rs. 8,000 per acre for two crops per year in the bank accounts of farmers’ as an Input finance assistance. When we found out the details about farmers’ and their lands, the reports made by the Agriculture department and the Revenue department did not match. This problem is due to non-maintenance of the land records properly. Now we have to find out the actual details on who owns how much land? There should be clarity on the land ownership rights. The government has taken several lakh acres of agriculture land from the farmers’ for projects, laying of railway lines, schools, hospitals, and such public utility activities but these were not recorded. The records show that these lands are still in the hands of farmers’. And this is leading to several problems. There is a need to have clarity on the land ownership rights. In every village, there are 80 to 95 lands, which have no dispute or litigation. Get clarity on these lands with the help of people and farmers’ in the village. In the second phase, identify the lands that are in litigation. We will clarity on these land records based on the verdicts given by the courts. Identify the government lands, Wakf lands, Endowment Lands, lands under the government offices etc.,” the CM said.
“The entire responsibility of selecting the team that work in the village as part of the programme should be with the district Collectors concerned. If need be, appoint some persons on a temporary basis. We are keeping Rs. 50 Lakh per Collector for the land records rectification, cleansing and updation programme. With village as a unit, identify and record the government lands, assigned lands, lands acquired by the government and other categories of the land,” the CM suggested.
“A farmer requires three things, water for cultivation, finance for investment and a Minimum Support Price for his crops. If these factors are met with then agriculture will become a profitable activity. This is precisely the reason why in Telangana state we are fulfilling these three factors. We are taking steps to provide water for agriculture by constructing various irrigation projects. We are constructing projects like Kaleswaram, Palamuru, Sri Rama Sagar etc., The government is going ahead with these projects with commitment despite some vested interested trying to create obstacles by going to courts. We are reviving tanks under Mission Kakatiya programme. Since we are giving uninterrupted and quality power to the farm sector, underground water came into use. On an experimental basis, we are giving 24-hour power supply to 45 percent of the pump sets. Efforts are made to supply 24-hour power supply from the next Rabi season. We are getting into use both underground and surface water. We are providing Rs. 8,000 per acre as investment assistance to the farmers’ from the next year. We are forming farmers’ Associations, Coordination Committees to get Minimum Support Price for the produce. Farmers’ are in dire straits for not getting the MSP to their produce. International TV Channels like the BBC has broadcast new features on how Tomato growers have thrown their produce on the main roads due to the poor prices. Such problems will crop up if there is no unity and coordination among the farmers’. In Telangana State, the government has taken the initiative to organise farmers’ and establishing the farmers’ associations. We are forming Village, Mandal, District and state level farmers’ councils. In these Councils there will have representatives of SC/ST/BC/Minority communities. The Mandal level Farmers’ Councils will be in touch with those in the markets on a regular basis. Farmers’ should not bring the entire produce to the market at once. The farmers’ Councils in consultation with the Market leaders and fix the MSP. Only then the farmer’s village wise should bring in their produce to the market and get the MSP. In case there is no MSP; the State farmers’ Council will buy the produce at a fixed price. For this purpose, the state government besides allocating Rs. 500 Crore, it will also give bank guarantee to raise another Rs. 5,000 to Rs. 6,000 crore. The government will give the right to process the produce to the State Level Farmers’ Coordination Council. This helps the farmers’ to get the MSP,” the CM explained.
Ranga Reddy District Collector Sri Raghunandan Rao, Siddipet Collector Sri Venkatram Reddy, Miryalguda RDO Sri Kishan Rao, Khammam Collector Sri Lokesh Kumar, Bhongir RDO Sri Bhoopal Reddy and others have shared their experiences when they on an experimental basis conducted the land records rectification cleansing and updation. According to them, about 95 percent of lands in the villages are without any litigation or disputes.
Some more suggestions given by the CM
- In the first phase, get clarity on the land records, which have no litigation or disputes. Finalise whose land it is and get the signatures of farmers’ of the village on the document. Farmers’ should be given documents pertaining to their land. Display the list of names, ownership of the land either at the Panchayat Office Notice Board or at a school. Give every farmer a new passbook
- Give incentives to the Collectors, Joint Collectors, RDOs and MROs who have done an exemplary work during the programme
- Regularise Sada Bainama lands above five acres with the permission of the Collector. Collect the registration fee as per the rate at the date of entering the Sada Bainama
- Collect the details of the land assigned and give clarity to the farmers’ on their rights. Take up the disputed land in the second phase of the programme
- Any programme, if it is done with the commitment it will be successful. The Land records rectification, cleansing and updation programme should be done with a fatherly affection but not as a programme imposed with officialdom or superior power. People and farmers’ should be taken into confidence and explain the salient benefits of the programme and how it will benefit them
- Use simple Telugu in the Pahanis and the passbooks
- Remove terms like Pahani, Setwari etc.,
- Since the land Cess is removed, there is no need to categorise types of the land. Continue with the details of Categorisation of lands done as per the Urban Ceiling Act.
- As far as the assigned lands issue, clear the records at the highest level. Create land ownership rights. Give managements rights to those cultivating the land
- Land records should be maintained like the Core Banking System. Whenever money is drawn from an ATM anywhere in the world, the update message will be communicated within minutes. Follow this system, which used for transactions worth Crores to maintain and update 55 Lakh farmers’ land records and transactions
- Part A: Rectification, cleansing and updation of lands, which have no litigation and disputes
- Part B: Registering the details of lands with disputes and litigations
- Part B should be taken up after the verdicts from the courts
- There is no need to pledge the passbooks with banks while seeking the loan. In case if any bank asks for it, bring it to the notice of the government
- Fix the village boundaries and Grama Kantam
- Make Agricultural activities in the Telangana State a festivity. For this, the farmers’ coordination council should play a key role. With 1.75 lakh members in the councils, the farmers’ Associations will become a large Army itself and programme for the benefit of farmers’ will be implemented through this mighty force
- Build conference halls for farmers’ in 2600 Clusters. For the proposed Rs. 15 Lakh cost conference halls get land from the donors. Farmers’ will have meetings in these halls about the MSP, demands in the market, crop related issues, marketing, modern techniques, scientific methods, etc.,
“Make Haritha Haram programme a big success. Revive forest in 24 percent forest lands. Statistics show that there are 26 lakh acres of forestland in the State. Give top priority to social forestry along with the natural forest. As part of the land records rectification programme, identify the forest land and fix the boundaries. Forest also to be grown in the lands given in lieu of the forest lands for development work. In Part 1, identify the forest lands, which have no disputes or litigation and fix the boundaries. In Part 2, take up the disputed forest land records,” the CM said.
“The new districts have landed well. Though Collectors some of them are new are doing a good work. They are efficiently taking the government programmes to the people. This experience will take you a long way in future in getting new opportunities. You have successfully burst the apprehensions about new officers being posted as the Collectors,” the CM congratulated the district collectors.
“Promote Haritha Haram programme in the State. Give incentives to those working for the success of the programme. Prepare action plans to district wise and implement them,” the CM advised.
“Mission Bhagiratha programme should be successful. By this year-end, pure drinking water will reach every village. Speed up the internal works in the villages. Collectors should monitor the works. Internal works should be completed to give water through the Taps. Drinking water should be provided to all habitations, like Dalitwadas, Chechugudems, Tribal hamlets. Whenever Collector visits the villages he or she should visit the Dalitwadas and supervise the works going on there,” the CM said.
“There 30 lakh Yadav and Kuruma population in the State. They have the hereditary skills. In Telangana State the situation is suited for rearing Sheep. This is the reason why we are giving priority to Sheep rearing programme. This programme will help Yadavs and Kurumas to become financially strong and meat can also be exported. Keep an eye on fish culture too. There are 46,000 tanks in the State. We have several medium irrigation projects. Due to the projects being constructed on Godavari, the river will be alive. These are all ideal water resources suited for the fish culture. There are 40 Lakh Mudiraj and Bestha community people and they have the expertise to culture fish. Make Telangana State number one in fish culture. From Sheep and fish importing State, Telangana State should become an exporting State. The Collectors should show imitative on these two programmes. Take to the people, the schemes and programmes aimed at strengthening the rural economy and make it successful,” the CM said.
“Collectors should personally monitor programmes aimed at eradicating poverty. Start these programmes from Dalitwadas. Each Collector should adopt a Dalitwada. Develop this Dalitwada on all fronts. It should become an ideal for others. We will give Rs. 1 Crore for each Collector for the development of the Dalitwada. The situation in Dalitwada should change for good in one year. Construct houses for all, provide employment, arrange health care if some have health related issues and give two domestic animals per house and turn the Dalitwada into a living paradise,” the CM instructed.
“Every Collector should adopt a Tribal hamlet as they did with the Dalitwadas. We will give an additional Rs. 1 crore for this. Like Dalitwadas, Girijan Thandas, Chenchu and Gond Gudems should also be developed. Adopt Tribal Hamlets, Chenchu and Gond Gudems which have no basic facilities,” the CM said.
“Due to KCR Kits, the number of deliveries in the government hospitals will increase. Since the facilities and services have improved patients strength in the government hospitals is increasing. Hence facilities in the hospitals should be increased and bettered. The government is ready to give the required funds. Remember that KCR Kits scheme is being implemented for the future generations to be hale and healthy. An action plan should be made for people in general women, in particular, to protect their health remove the anemic condition, ” the CM said.

- Sept 1 to 9: Formation of Farmers’ Coordination Councils
- Sept 10 to 15: Conferences of Mandal-wise Farmers’ Councils
- Sept 15 to Dec 31: rectification and updation of land records with revenue village as unit
1193 teams will conduct the programme in 10,785 revenue villages. Each team will conduct the programme in 9 villages and the team will stay put in each village for 10 days. By January 1, next year, as a new year’s gift, rectified, simplified, updated and modernized land records will be made available
