Hon’ble Chief Minister Sri K. Chandrashekar Rao has instructed the officials concerned to distribute Passbooks and cheques as part of the financial assistance under the investment support Scheme for agriculture to all the farmers of the assigned lands, ROFR Pattadars, non-tribals cultivating land in the agency areas and all the pattadars. He desired that under the district collectors’ leadership the entire administration should implement the programme from May 10 for one week, commanding their entire strength, expertise and experience. The CM suggested that the ministers, MPs, MLAs, MLCs and other local body representatives to be made stakeholders in the programme.
The Chief Minister held meeting at Pragati Bhavan here on Saturday with the district collectors, joint collectors, district agriculture officers, ministers, heads of the departments, Chief Secretary Sri SK Joshi, DGP Sri Mahender Reddy and others. The CM made several suggestions on the distribution of the passbooks and cheques.
“We have taken up a responsibility which no government in the country or to that matter in the world has ever took. Nobody till date ever made any attempt to survey the lands, issue new passbooks and provide financial assistance as investment support. Hence we have no previous experience. We have formulated on our own these schemes and are implementing. Hence we have to implement the programme with lot of caution and care. We have to prepare the action plan with vision,” the CM said.
“We have to distribute 58 lakh passbooks and cheques. Printing of passbooks and Cheque books is in the process of completion and would be over by this month end. Passbooks and cheques will be supplied district, mandal and village wise. Keep them at the district head quarters and send them to the villages concerned. We have made arrangements for the farmers to get cash for their cheques from the banks the moment they present them in the banks. We have set aside Rs. 12,000 Crore in the Budget for the investment support scheme. We have arranged Rs. 6,000 crore for the first phase of financial assistance to be distributed for the monsoon crops. This money is kept in the banks. The banks should pay cash to the farmers once farmer presents the Cheque in the bank, or else action would be taken against the erring banks. Farmers should have cash on hands before on set of the monsoon. This is the reason why we are launching the programme in May,” the CM explained.
“District collectors should verify the passbook and cheques belonging to their districts and make correction in the entry when there is an error. Find out whether all the passbooks and cheques have reached. Form 2762 officials’ teams so that one team distributes 300 passbooks per day.
Collectors should determine the strength of the teams based on the number of farmers. Every team should have three members. Give training to the district wise teams. Invite ministers, MPS, MLAs, MLCs and other public representatives to the programme. Inform people before hand in which village and what day the programme is going to be held. Give advertisements in papers, electronic media and put up flexies as well as Tom-Tom in Villages. In case someone is not been able to take the passbook and cheque, make arrangements for issuing them at the Tahsildars office later. Give cheques to the poor who are cultivating on the lands provided by the government, ROFR patta farmers, non-tribals cultivating in the agency areas. Besides Pattadar farmers, prepare a list of assignees, ROFR pattadars, non-tribals and give them the cheques. In case the financial assistance given to a farmer is more than Rs. 50,000, then issue two cheques for the value of less than Rs. 50,000 each. Take receipts from those receiving the passbooks and cheques. Form grievance cells to listen to the people who may have some problems. Organise the programme in schools in the villages. Arrange police bandobast. Collectors should have meeting with the bankers and ensure that cash is given once the cheques are presented. Inform the bankers in no uncertain terms that action would take against them if they fail to pay cash for the cheques. Some farmers are saying they don’t need the financial assistance, such persons amount can be deposited to the account of farmers Coordination Committees,” the CM clarified.
“To make agriculture profitable in Telangana State and for the farmers’ welfare, the state government has taken many innovative measures which no other state government ever has taken. Farmers are in a state of helplessness and distress all over the world. Farmers are throwing their produce on roads at several places in the world, as they are not getting the Minimum Support Price. They are suffering losses as they are failed to get their investment back. Keeping this in mind, in Telangana State we have decided to give financial assistance as investment support for agriculture. There is an overall appreciation for this scheme and economists like Ashok Gulati opined that this programme could be role model for others. The government without being bothered by the heavy expenditure has decided to give Rs. 8,000 assistance under the scheme per acre to the farmer.” CM said.
“Farmers Coordination Committees are formed to organize the farmers, get them the MSP and to create awareness on cultivation and get them proper training. We have appointed 2638 Agriculture Extension Officers, one officer per 5000 acres. We are constructing a dais per every farmers cluster. All these should be utilized. Coordination committee should be used to get MSP for the produce, impart training for farmers and to create crop colonies,” the CM said.
Collectors meeting post lunch session
A detailed discussion on the distribution of passbooks, cheques distribution under the investment support Rythu Bandhu scheme. The CM showed the new passbooks to the participants in the meeting. In the post-lunch session, discussions took place on the prosperous state’s financial situation, Haritha Haram, Government’s programme for free eye tests (Telangana Kanti Velugu), Dharani website, Mission Bhagiratha and others. During the discussion, the CM made several suggestions.
“Telangana state has emerged as a strong economy. The state has achieved 19.84 percent growth rate in 2017-18. It may reach up to 21 percent during 2018-19. No other state has this growth rate in the country. The increase in prosperity should be utilized for the development and welfare of the people and for infrastructure development,” the CM reiterated.
“No matter whatever prosperity we give to the future generation, in the absence of peace and tranquility as it goes waste. Hence green cover is a must for maintaining balance in the environment. Hence the Collectors should implement Haritha Haram with an aim to develop social forestry and rejuvenation of the forests. Visit plant nurseries in villages. We have no funds crunch. We have brought in a new Act making Village Sarpanches responsible for the upkeep of nurseries. Under the new Act, nurseries should be set up in every municipality and village panchayats. This is also the responsibility of the village secretary. Maintain Nurseries with the help of Forest Range Officers. We have set aside Rs. 2,500 Crore in the Budget for the local bodies. Even a small village will get Rs. 3 lakh funds. Major villages will get up to Rs. 25 Lakh. Besides this, funds will come from the taxes and Finance Commission of Government of India. Take up local works with these funds,” the CM said.
“To conduct eye tests for the people and offer medical care to the needy, organize government’s ‘Kanti Velugu’ programme in the last week of next month. Prepare an action plan to organise Eye camps in every village in every slum in the cities. Appoint an Eye camp team in every mandal. Make arrangements for the team to conduct the programme. Decide how many days a camp should be organized in a village and inform the same to people. Create awareness among the people that everyone should go for the eye test. For those requiring surgeries, refer them to the 300 Eye hospitals both in the public and private sector in the State. The Preliminary study pointed out that 41 Lakh people require spectacles. Keep the stock of spectacles ready. Make donors, NGOs, teachers, students, women groups as stakeholders in the programme,” the CM said.
“Continuous efforts should be made to address the issues, problems faced by women and their welfare. Women officers should meet at least once in a month and prepare plans. Show solutions to the problems faced by women from time to time,” the CM said.
The CM also made several suggestions on the maintaining the Dharani website for the transparency in registrations. The CM reviewed the preparations being made for the registrations in districts and in Mandals. The CM instructed that Dharani Website and the new Registration policy should be rolled out in June itself. If the information on the dilapidated revenue buildings is given, their renovation will be taken up, the CM assured.
The CM instructed that posts to be filled up on compassionate grounds immediately without any delay. Transfer under the Spouse cases should also be done immediately to enable both husband and women work at the same place. The CM has expressed his unhappiness over not implementing his earlier orders in the case of filling up of posts under compassionate grounds and transfers under the Spouse category. He wondered whether the employees have no concern over the families of their fellow employees? He instructed that posts should be given under the compassionate grounds category within a week from the date of application. If the posts are not available, supernumerary posts should be created. The CM asked Chief Secretary Sri SK Joshi to issue orders in this regard. The CM said this is an issue of humanitarian consideration and the family of the deceased government employee should not be left on the streets and this responsibility lies with the government. He said the government has on its priority the hereditary jobs.
The CM has given copies of the GOs sanctioned Rupees Two crore per Collectors to meet the needs arising from time to time.
Review on Mission Bhagiratha
Mission Bhagiratha programme, the aim of which is to supply pure drinking water to every household, has been getting appreciation all over the world. The CM wanted the officers, working agencies and engineers concerned should work in coordination. He wanted works in Khammam, Warangal Rural, Mahbubabad and other districts should be completed on the fast track. He said that the Mission Bhagiratha project works have reached the final phase and internal works in the villages should also be done immediately. The CM wanted cases should be booked against those who are breaking the Bhagiratha pipelines to get water to their lands. He wanted Mission Bhagiratha works to be completed in two months.
Review on 2BHK Houses
The CM said works on 2 bedroom houses pace has been increased and wanted constructions should be completed as early as possible. He said there is an increase in the rates of steel, cement and bricks leading to the escalation of costs of construction and the government would take a decision on this. He wanted Board of Engineers to meet and send recommendations on the escalation of cost of the material for construction of houses and other constructions.
